Med Tech Resonance LLC (MTR) is a Service-Disabled Veteran-Owned Small Business providing independent third-party verification for U.S.-Africa bilateral health programs. We confirm that health commodities arrive at clinics, health workers are present and credentialed, government co-investment commitments are real, and disease surveillance systems can actually detect outbreaks. Our work is grounded in a 58-element verification framework built specifically for the AFGHS MOU accountability architecture in Cameroon and Central Africa. MTR is led by Kevin Ngala, MPH — a Cameroonian-American epidemiologist, retired U.S. Air Force Major, and co-architect of the Balkan Medical Task Force at U.S. European Command.
